Possible cause 4: Exceeded SSM licensing limit.
Solution:The maximum number of SIP registrations accepted by SSM is controlled by SSM
user license. If the current registrations exceeds the licensed value, new registration request
will be rejected with a 403 forbidden response. Verify the licensed number of SSM users using
show ssm licensed-users. To upgrade the SSM user capacity, contact Avaya customer support
using the procedure outlined in Avaya Secure Router 2330/4134 Configuration—SIP
Survivability User Guide (NN47263-510).

Unable to call from SIP client
Possible cause 1: SIP client not registered.
Solution: Verify whether SIP client is registered using the show ssm registered-users
command. If the SIP client is not registered, register the SIP client before initiating the call.

Possible cause 2: Bandwidth not available for the call.
Solution:
Verify current simultaneous call count and maximum number of calls allowed on the
CAC links using show ssm cac status command. If the current simultaneous call count is equal
to maximum allowed calls, attempt the call again after few existing calls are terminated.
