Possible cause 2: CAC interfaces are not configured for SIP survivability.
Verify
CAC interface configuration using show ssm cac status. If none is configured, configure
the CAC links (WAN or LAN links through which central SIP server is reachable) using the cac
max-calls CLI command under configure/voice/service/voip/ssm.
