Disconnect A/C condenser cooling fan relay, and turn the
ignition switch to ON. Check the voltage between the pin
30#, 85# of the relay (power supply end) and the power
supply negative pole. Is the voltage about 12V?
No Next step

Check for open circuit or short to ground at the power supply
end of the A/C condenser cooling fan relay.
No Go to step 2
Yes Replace relay

Check the voltage between the pin 86# of the relay (control
end) and the power supply negative pole. Is the voltage
between 3.7V?

Check for open circuit or short to power supply or ground
between the pin 86# of relay control end and the pin 68# of
the ECU.
