Port state is Disable Discarding
Check whether the port is administratively down using the show bridge port command.
The lowest priority bridge is not selected as Regional Root
This may not be an issue. The path cost to the CIST root has higher precedence for regional
root selection.

Check the path-cost of the ports to the CIST root bridge. The lower the path cost the more
changes the bridge becoming regional root. If the root bridge is outside region then the root
past cost is same on all the bridges inside the region. So the configured path cost on the
interfaces connected to root plays major role in selection of regional root.
