1. Calendar IC is necessary for this command. This command cannot be used without a calendar IC.
2. When 00 to 80 is specified as the parameter a, 20 is applied to the upper 2 digits and the year is 20aa. When 81 to 99 is
specified as the parameter a, 19 is applied to the upper 2 digits and the year is 19aa.
