If the signal level is incorrect the most likely cause of the problem is the
A23 Limiter assembly itself. However, before replacing the A23 Limiter
assembly be sure to verify that the control voltages to the assembly are of
the correct level. This can be verified in the A21 RF Input Assembly section
of the chapter.
