Guidelines for Per-User ACL and Filter-ID ACL
For per user ACL and Filter-ID ACL, the ACL source must be ANY
(permit TCP ANY host 1.1.1.1 eq 80 or permit TCP ANY host 1.1.1.1 eq 443).
