<dcs> GSM 03.38 - Cell Broadcast Data Coding Scheme in integer format. The supported
value are:
17 - USC2 Language Indicator. (The first character in a USC2 Lang IND has the
language ID in it. This situation is not defined by the GSM 7.07 or the 3GPP 27.007
so the assuming that the first character should have the correctly formatted and
packed language ID already in it).
72 - USC2 (16 bit).
68 - 8 bit.
Each other value except of 96, 80, and 240 are 7 bit.
Not supported values are:
96, 80, 240
The default value is 15 (7 bit).
<m> 0 No further user action required (network initiated USSD-Notify, or no
further information needed after mobile Initiated operation).
1 Further user action required (network initiated USSD-Request, or
further information needed after mobile initiated operation).
2 USSD terminated by network. the reason for the termination is indicated
by the index, as described in Table 3-35.
3 Other local client has responded.
4 Operation not supported.
5 Network time out.
