<pid> Protocol-Identifier. The one octet information element by which the SM-TL either
refers to the higher layer protocol being used, or indicates interworking with a certain
type of telematic device.

value or one, which is not supported.
<dcs> One octet of Data Coding Scheme, indicates the data coding scheme of the DATA,
