HFQLEVLSEC (Holdover and Freerun Quality Level
for Secondary Oscillator)
This keyword defines the quality assumed for the secondary Clock card (with the
lower quality oscillator) in a mixed Clock card pair in SSM mode.
The quality level value is only transmitted if the secondary Clock card becomes
active while it is in holdover.
The keyword format is:
