<T1> 39-255 acknowledgment timer T1 in 10 ms units
<N2> 1-255 retransmission attempts N2
<verx> 0 RLP version number in integer format; when
Version indication is not present it shall equal 0.
<T4> 3-255 re-sequencing period in integer format, in units
of 10 ms.
