ETH_Socket_Manage is to enable the Socket function. Other Socket–related instructions can not be used until
the instruction is executed.

TRUE when the instruction output is valid.
TRUE when enabling the Socket is successful.

TRUE when the physical connection to Ethernet
port of the controller is disconnected.
