<state> Indicates the state of PDP context activation
0 Deactivated
1 Activated
Other values are reserved and will result in an ERROR response to the Write
Command.
<cid>
A numeric parameter which specifies a particular PDP context
definition (see +CGDCONT Command). If the <cid> is omitted, it only affects
the first cid.

This command is used to test PDPs with network simulators. Successful
activation of PDP on real network is not guaranteed.
