FUNCTION:
This command is used to assign the charging rate per Time Block/Metering Pulse and Break Points
(BP1, BP2) for surcharge of the charging by H-method or metering pulse.
PRECAUTION:
This command is not used in North America.

Charging rate RT1, RT2 and RT3 are respectively applied to each of the ranges divided by Break Point
BP1 and BP2 for surcharge as shown below.
