9.2.4 Public rights
Public rights apply to users who are not logged on to the system.

Assign rights
The rights are listed as a tree structure. A click on "+" expands the view: The relevant sub-items (single
rights) become visible. A click on "-" collapses the view: only the major item (group) is visible.
The rights are activated by a click on the corresponding checkbox.
