This command sets the Negative Transition Register of the SCPI Register Set
you require to control. The parameter value, when rounded to an integer and
expressed in base 2 has its first 15 bits written into the Negative Transition
Register of the SCPI Register Set concerned. The last bit (bit 15) is always set
to 0.
