Sets the demand measurement start time.

If a time that has already passed is set, demand measurement does not
begin.

・An execution error occurs if a nonexistent date is set.
・In the following circumstances, a device dependent error is generated:
If an attempt was made to execute this command while waiting for or
during demand measurement.
In the event of a system error.
