《Criteria of result judgment》
After finish sending <CDC_HEC_ReportState>, judge it as PASS.
Note : the setting value of Dev Physical Addr and Physical Address of VG main unit are same (message
destination = VG main unit), the result is FAIL.
Or, if the device set by Dev Physical Addr does not exist, the result is FAIL.
