This command is not valid for S8700 IP Connect configurations.
This command sets an IPSI to be active for a given cabinet carrier.

Output
U cabinet (1-44) Specify the cabinet number with the IPSI board
you want to test.
c carrier (a, b, d, e) Supply the carrier you want to test.
