This message displays when system initialization is activated.
Note:Phase 1 Restart is executed when initializing the system without disrupting the following two-way
connections that have already been established:
• Basic two-way connections (STN-STN, STN-TRK, TRK-TRK)
• Fixed connections
• Two-way connections established on a FCCS link
