Confirm the state of the handset of
the displayed station.
On the MDF, connect the test
telephone to the displayed station
and confirm Dial Tone (DT).

The in-house wiring (from the MDF to
the lockout station) is shorting.
Check the wiring.
Go on-hook and then go off-hook again.
