Function Sets/queries CDG escape mode. When escape mode is on, the test set is configured as a base
station that sends (in its overhead messages) all 1’s in the messaging fields used to signal mobile
country code (MCC) and mobile network code (MNC). A mobile station that supports escape mode
will respond by assuming MCC/MNC compatibility and perform registrations using only the
mobile station identification number (MSIN).
