Function Queries the current on/off state of the forward quick paging channel (QPCH).
When the QPCH is set to off, the current QPCH level will be set to 9.91 E+37.
The forward quick paging channel on/off state is set using the “CALL:QPCHannel” commands.
The optional [:SELected] keyword in this command specifies that the quick paging channel state
being queried applies to the current system type.
