Reads state of all three TSP-Link lines.
Assuming line 2 is set high, the output is:

(binary 010)
The format of the output may vary depending on the ASCII
precision setting.

Details
When the instrument power is first turned on, the state is offline. After tsplink.initialize()
or tsplink.reset() is successful, the state is online.
