Perf Init Data can be entered (and completed) at any time; there is no change in
this operation. The change is that the completed Perf Init data is not applied to any
route until the route is ACTIVATED. Changes made to Perf Init data after the RTE
is activated will be removed when the ACTIVATED route is ERASEd. If the
ACTIVATED route is EXECd, the inactive Perf Init becomes part of the Active
Route (no change from current requirements).
