Two-degree-of-freedom PID control

This instruction performs two-degree-of-freedom PID control operation (inexact differential). The instruction performs the
following processing steps: SV setting, tracking, gain (Kp) operation, two-degree-of-freedom PID control operation, and
deviation check.
