fixed paths. The path between two network elements is allocated
dynamically on a call by call basis.
Figure 2-4, “Bearer Network” (2-6) shows that the bearer trunks are
connected to the central IP hub. For a packet call between two
network elements, an IP association is created between two endpoints,
but no fixed paths through the IP network are provisioned.
