RMV:SCTP,ASSOCIATION=a[,UCL];
Where:
a = association number

Observe COMPLETED output message.

RST:SCTP,ASSOCIATION=a;
Where:
a = association number
Result:
If the association is still CLOSED ERROR, the problem is most
likely with the far end of the association or IP network in
between or outside of the 5ESS
