7. If the called party in the TPS goes on-hook first, the TPS can
receive an ISUP SUS message. Since this call does not use
encapsulated ISUP, there is no means to signal that information
to the OPS, so the TPS takes no action on the SIP side of the
call until it receives an ISUP REL from the terminating PSTN
switch.
8. When the TPS receives an ISUP REL from the terminating PSTN
switch, it formats and sends a SIP BYE to the OPS, which
responds with a 200 OK BYE. The call resources are then
released.
