This command defines the user defined comment for the plot or print out
(PRINT/PLOT COMMENT).
If the PRINT/PLOT COMMENT is an empty string, it will be plotted or printed as a
single blank line.
At *RST, this comment is set to empty string.
Syntax :HCOPy:ITEM:LABel:TEXT string
