Before Release 2.6, a new tributary blade must be manually preprovisioned with the tributary ID and shelf mode
as tributary before it is connected to the shelf. With the tributary auto shelf ID assignment feature enabled in
Release 2.6 and later, no manual preprovision of the new tributary blade is required before connecng to the
system for provisioning.
