Command Usage
The associated VLAN must be an L2MPLS VLAN. This means that the
mpls l2 command (section 7.18.2 on page 893) must be used to set the
VLAN to L2MPLS mode before using the mpls static binding
command.

When no input and output labels are configured with the mpls static
binding command (section 7.18.3 on page 893), the VC state is down.

Console(config-if)#mpls l2

Console(config)#mpls static binding vlan 9 input 5 output 5
