ZOOM:SCROLL:LOCK ON enables Scroll Lock for zoomed waveforms identified
as locked.
ZOOM:SCROLL:LOCK ? might return :ZOOM:SCROLL:LOCK OFF, indicating
that the scroll lock function is disabled.

This command sets or returns the speed of automatic scrolling.
