Enables upstream VLAN translation miss drop on
the port. The OLT discards incoming tagged
packets from the subscribers that do not match
an entry in the VLAN translation table.

on the port. The OLT discards outgoing tagged
packets destined for the subscribers that do not
match an entry in the VLAN translation table.
