Sets to collect network traffic on the specified
Ethernet port since the last time the OLT was
reset.
ethernet-statistics-index: The entry’s
index number in the Ethernet statistics table
(1~65535).
interface-id: The port that the OLT will poll
for data.
owner <string>: Specify who should handle
these Ethernet statistics.
