2) When the timer execution condition changes from OFF to ON (i.e., rises), the timer set value
is transferred from the set value area "TS" to the elapsed value area "TE" with the same
number. (This is also true when the operation mode is switched to RUN while the execution
condition is ON.)
3) For each scan, the value in the elapsed value area "TE" decrements if the execution
condition is ON.
