5. Using the PROGRAM display mode, program both relays as follows:
Parameter Display Meaning Value
20 PH BIAS Phase Bias 3 A
21 GND BIAS Ground Bias 1.5 A
23 GND DLY Ground Delay DISABLE
25 FD PHASE Local Phase Fault Detector Current 6 A
26 FD GND Local Ground Fault Detector Current 0.5 A
27 BACKUP System Backup Functions ENABLE
6. All other parameters should be set to the factory-default values listed in Tables 6-9 or 6-10 as applica-
ble, in Section 6 of this manual. Using the READ mode, verify these settings. If they are not the default
values, use the PROGRAM mode to change them.
NOTE
The RFL 9300 relay determines breaker open/closed status on the basis of AC line current meas-
urements. If all four Phase Controller’s measure peak AC line current <= 1/8A for 40ms the su-
pervisor will issue the open breaker signal. If the breaker is open and any one of the four Phase
Controllers measures peak AC line current > 1/8A the Supervisor will issue a breaker closed sig-
nal. The Phase Controllers are programmed to issue a fault detector signal when the breaker
closes. Therefore, in all of the following tests, if the test current is initially zero, all four phase con-
trollers will issue a fault detector signal of 75ms duration when the test current exceeds 1/8A
peak, whether the increase is gradual or sudden.
