8.4.4 STARTUP MODE
NOTE
All relays should be placed in standby mode prior to starting this test using the step by step instruc-
tions in Section 6.
The RFL 9300 has four display modes:
1. STANDBY This is the RFL 9300's normal operating mode. The STANDBY mode is active whenever the
RFL 9300 is not in any of the other modes.
2. READ The READ mode allows you to display all present parameter settings and readings. You move
between parameters by pressing the [ENT] key and then the [9] key. This mode can be en-
tered without a password.
3. STARTUP The STARTUP mode allows you to display parameters required during Final Commissioning of
the Relays. You move between parameters by pressing the [ENT] key and then the [9] key.
This mode requires a password for entry and exit.
4. PROGRAM The PROGRAM mode allows you to change parameter settings. Once a programmable pa-
rameter is displayed, you can scroll through a list of its allowable settings by using the [8] and
[0] keys. This mode requires a password for entry and exit. New parameter values are not ac-
cepted unless the [ENT] key is pressed when the selected value is displayed on the bottom line
of the display.

If program mode or read mode is active on any of the units, it is recommended that the user return the units to
Standby Mode before Startup Mode is entered by any of the units in the system. Once Startup mode is active
all operators including the ones at the remote stations may inspect parameters.
The relays should be programmed to the extent that the communications channels should already be verified
and functioning correctly with no alarms present at any station before beginning the Startup Mode commission-
ing procedure.
For reliable accuracy, at least 1 amp of current should be flowing on all 3 phases through each station before
entering startup mode. If Phase A current is less than 0.5 A RMS, the relay will reject the command to enter
startup mode and return to standby mode.
