CC = Number of Insert Channels, 0-32.
Used to decide Port p’s RX Tributary Rate if Interface Type is Quad Drop & Insert (RFM=8).
s = 32 bytes defining Timeslot locations (or channels)
Timeslot definition:
0 = Unused
1-9 for timeslots 1–9,
A=10, B=11, C=12, D=13…V=31
z=timeslot zero
r = reserved (set to value 0)
