If synchronous (EC-1, OC-3, IS-3 and/or OC-12) low speed
interfaces are to be added to nodes of an asynchronous application,
one node should be provisioned externally timed (phase locked in
releases prior to Release 5), and all other nodes should be
provisioned "through timed," "line timed," or "externally timed."
