151 UTC Time, Valid Time of startup; NTP is enabled but GPS time not being used.
152 TODSYNC, Timeout Time of day (TOD) was requested by the Comms module, no
response from the GPS module.

when NTP server is initialized. If GPS is not installed or setup, or
NTP has not been configured NTP remains in Local mode and uses
Comms module time.
