Searches for a device ID, a field that can be assigned a value by the vendor for classi-
fying root complex register blocks (RCRB). The Device ID is only valid for Configura-
tion transaction. It is composed of 8-bit Bus number, 5-bit Device number and a 3-bit
Function number.
