Relative Constellation Error in common
This parameter is available when Radio Std is 802.11ax/be.
Specifies RMS EVM limits in a list of 16 elements for HE SU PPDU, HE extended rate
SU PPDU and HE MU PPDU. Each element is an RMS EVM limit of a specific MCS
and DCM state.
