 Power of downstream unit is off.
 NV memory not installed properly, or is defective.

Solution
1. NV memory not installed properly, or defective.
Turn the main power to OFF, check that the NV memory is connected to the IC socket correctly by
inserting and removing the memory.
2. Replace the controller board.
