Configures the time for loss/recovery connection with SIP
proxy server to enter/exit local call service.
enter-time: the time is for loss connection with SIP
proxy server to enter local call service, 1~60 minutes
exit-time: the time is for recovery connection with
SIP proxy server to exit local call service, 1~60 minutes
