Parameter number
Parameter numbers < 2000 PNU = parameter number.
Write the parameter number into the PNU (PKE bit 10 ... 0).
Parameter numbers ≥ 2000 PNU = parameter number - offset.
Write the parameter number minus the offset into the PNU
(PKE bit 10 … 0).
Write the offset in the page index (IND bit 15 … 8).
