VAD Negotiation on SDP
Select whether or not system uses
SIP negotiation for VAD usage.
When set to '0 = Disable' system
disregards SIP negotiation result
and always enables the VAD. When
set to'1 = Enable' system uses SIP
negotiation and decides VDA usage
according to the result.
0 = Disable
1 = Enable

Enable or Disable the VBD feature.
This program has to set '1 = Enable'
when PRG15-03-03 is set '1 =
Special' and also PRG15-03-18 is '1
