Configure the DST period of the switch as USA:

Description 
The  system-time dst date command is used to specify the DST 
configuration in Date mode. This configuration is one-off in use. By default, 
the current year is used as the starting time. DST time periods should be 
within 12 months over one/two year.

Parameter 
smonth
 —— Month to start, with the options: Jan, Feb, Mar, Apr, May, Jun, 
Jul, Aug, Sep, Oct, Nov, Dec 
sday —— 
Day to start, ranging from 1 to 31. Please mind that the number of 
days depends on the month.   
stime
 —— Time to start, in the format of hh:mm. 
syear —— 
Year to start, ranging from 2000 to 2099. 
emonth
 —— Month to end, with the options: Jan, Feb, Mar, Apr, May, Jun, Jul, 
Aug, Sep, Oct, Nov, Dec 
eday
 —— Day to end, ranging from 1 to 31. Please mind that the number of 
days depends on the month.   
etime
 —— Time to end, in the format of hh:mm. 
eyear —— 
Year to end, ranging from 2000 to 2099. 
offset
  ——  Specify the time adding in minutes when Daylight Saving Time 
comes. The value ranges from 1 to 1440 and the default value is 60 minutes. 
It is optional.
