Enable global multicast VLAN copy.

Configure the group address set of the multicast
VLAN.
After multicast VLAN copy is enabled, you
need to configure the multicast VLAN and
bound group address set. If the received
IGMP Report packet does not belong to a
group address set of any VLAN, it is not
processed and the user cannot make
multicast traffic on demand.
