This bit enables or disables the cooperative operation between the 32 kHz oscillation circuit and the clock
control circuit.

[bit0] SOSCEX: Oscillation enable bit
This bit enables or disables the operation of the oscillation circuit when the 32 kHz oscillation circuit
operates independently as VBAT Domain.
If the 32 kHz oscillation circuit is linked with the clock control circuit, this bit cannot control the operation of
the oscillation circuit.
